Using a Lightning Aura Component, you can dial using the E-Mail address.

 

 

Navigate to the Setup / Object / Object Manager / Contact -> Select Lightning Record Pages

 

and add the component MirageClickToDialByEmail

 

 

 

 

It should appear on the contact layout
